Why the SDVOSB Status Matters
SBA certification opens acquisition pathways for the buying activity. These are options that may be available, not guaranteed outcomes.
For government buyers
- Awards can count toward the government-wide goal of at least 5% of prime and subcontract dollars to SDVOSBs.
- Contracting officers may set competitions aside for certified SDVOSBs under FAR 19.14.
- Sole-source award is possible when the conditions are met — currently up to $8.5M for manufacturing and $5M for other requirements, including options.
- Set-asides and direct orders may be used under certain multiple-award contracts.
- At the VA, certified SDVOSBs receive priority under the Veterans First Contracting Program where it applies.
- SBA certification and the SAM record allow eligibility to be confirmed before award.
For prime contractors
- Subcontracting plans must separately address SDVOSB goals; qualified awards help primes perform against them.
- On applicable DoD acquisitions, evaluators consider committed small-business participation, including SDVOSBs.
- Certain VA procurements provide evaluation credit for committing to an eligible SDVOSB.
- Compliant joint ventures are available, giving larger partners a teaming structure.
- Adds veteran-owned small-business participation and expands the qualified supplier base.
- Set-aside and sole-source awards carry limitations on subcontracting. We perform the work.
SDVOSB status does not by itself guarantee a contract, a faster award, a lower price, evaluation preference in every solicitation, or any exemption from competition. Sole-source awards require specified conditions to be met. There is no general customer tax credit for buying from an SDVOSB.
